We did fill it some to see if the water quality was as crappy as before and it doesn't look near as bad nor is the sump filling w/ foam like before... we haven't put any chemicals to treat the water or anything obviously b/c this is just a test run to see how the wall is holding up... I believe we're gonna go to RO water for this tank & the 55 that I currently have up & running...

Why are you asking for advice if you are just going to do the opposite? We should be advising someone who will actually apply the advice that they've been given....
RO water is pointless if there is nothing wrong with the water from your tap....whoever told you otherwise was mistaken. 100% RO water is THE recipe for fish death, but you'll probably do that anyway, too.
Your other tank has ammonia because your filter turnover sucks and you are overstocked.... Get more filtration. Your stock will be fine with enough filtration & light feeding, meaning DON'T FEED SO MUCH.
