Was this silicone test done underwater? I think you need to do a 2-4 week submerged silicone test.

No, once it is cured completely it is not tacky.

It is a neoprene rubber. I believe they called it wetsuit because neoprene is what wetsuits are made of. They also make hip waders and boots out of neoprene.
 
Yes, but I am going to give it a month or so before I pull it out. It is in one of my tanks so it will be taking all the elements a normal tank has to offer.
