No I think it boils down to education, and people who know better and who can provide solutions not doing enough to further protect our natural resources. Here is another clip that I found. Hope You take the time to watch it... Most of the solutions are so simple.

maybe you should quit the fish hobby so there will be more water?
I could never imagine voluntarily quitting the hobby. But I have for several years altered my lifestyle so that I can conserve and protect the environment in which I reside. one of my neighbors has a pool that has been neglected and over the summer Myself and some of the neighborhood children have been working to try and rehab it without draining the filthy water. So far we have been able to establish a colony of mosquito fish in there. and for a bit there were tadpoles. but they all dissapeared. We also stocked crayfish and snails in there also, but there has been no sign of them still residing. Stick around. I'll post a video of it later. It started out pretty gross, but is slowly coming along.
