What fish has the best/most personality??

in my experiences my fire eels generally have the most character, with the exception of my sw porcupine puffer

Oscars! P-bass n others are characters too. But a oscar will interact even when food isn't in the equation. I've had several that not only let you but liked being petted.
 
My vote would be for puffers, mbu's & fahaka's especially!
 
My Fire eels, Oscars, Bichir ... in that order are my most interactive fish.. and they don't just come for food... my other fish do that. these guys actually seem to enjoy interacting. Though my Gar is also showing signs of being just as personable eventually.
 
I think some of it has to do with the keeper. How much they try to interact with the fish n the fish reconize the hand that feeds em some lose their fear or reconize that the keeper isn't a threat
