Do you think The bump is a parasite or the bumps are a result of an internal parasite? Do you have treatment suggestions?

It isnt a parasite, how much growing has it done laitly? look up some baby motoro pictures and you will see the same thing. They are normal and will go away with time.
 
Its gained 2 inches in disk diameter in the past 8 months.

scapegoat. and if they haven't moved, it wouldn't be a parasite. rays have been known to have variations on their skin, whether it be denticles, or formations such as this in growing juvie rays that looks similar to freckles/moles and zits in humans, as well as if kept in hard water, their bodies can retain the calcium in the hard water, causing bumps in the skin.

might i ask if you keep rays or have any previous experience with them?
 
Yes a kept several in a 500 gallon pond how ever seeing the second set of pics witch I didn't see look more oval in shape louse are more round. And along with the pond I also kept a mixed reef tank if sps lps and soft coral. Along with several other tanks with a total of around 50 dats several rays pbass aros baramundi and more total of over 1 tho gall of water. Also built and worked a fish store for a few years so yea I got a bit of experience
