Yes, I have a Spotted Congo puffer aka Leopard Spotted Puffer - the Schoutedeni.
Mine is newer to me - I started him in my heavily planted 65 gallon tank with bichirs, rope fish, congo tetras, butterfly fish, and 2 plecos. He started fin nipping 2 of my bichirs so he went into my 10 gallon planted tank where he bothers no one but shrimplets - so far doesn't even go for the adult cherry shrimp. (Am working on an upgrade - he is about 2 inches now.) There are micro rasboras, scarlet badis, a pygmy cory and a couple of geriatric hockeystick pencilfish in there.
They are known for being a more peaceful puffer, just be wary of what you add with them as it may not be foolproof - they are puffers, after all. From my experience and a few others, it seems that they are generally fine with tetras/schooling fish, cories, and plecos. Since you are basing your tank around your puffer, any others you add should be fish you like but also that you are OK parting with just in case.
Mine has been easy to feed. He ate live blackworms from tongs on day 2 and I've been able to get him to eat a variety of live and "dead" things from the tongs ever since. He won't eat frozen fish though, like Silversides. Prefers blood/black worms, earthworms, krill, and of course snails. I haven't yet tried clams/mussels etc.
If you have your tank already planted I'd leave it as is. Mine seems to really get a lot of enjoyment and mental stimulation out of exploring the plants and hunting for snails - in both my 65 and the 10.
I got mine from Wet Spot - they are my LFS but they are fantastic, ship, and they have them right now. If you're ready and interested I'd personally jump on it because they are kind of hard to find.
