What the heck is this?

My friend pulled it out of a lake in jersey...

Looks morayish to me, but this is a freshwater lake! To add to the confusion, he has seen about 15 or so of these guys!

Any clue guys?

If its an American Eel, its one heck of an abberant individual. My friend has caught tons of eels. For starters, this guy has NO paddle tail.
