I think you did the right thing. Just think about these possibliities...
1) She was sick/allergic/same as you. Police can tell, and will give her a break. Win Win situation
2) She wasn't paying attention, but is normally a good driver. Police let her off after a little scolding. No big loss
3) She wasn't being responsible. She loses the child which she was endangering. If she is irresponsible, she won't get the child back and better for the child. If it was a one time, stupid thing, she will have to work hard to get the kid back, and will have learned a good lesson.
