LoL, That was my attempt at a Joke, I would go with a nice little planted tank with maybe 2 or 3 neon tetras.
 
A green spotted puffer is an interesting fish and will probably be very happy in there. They definately have personality and are fun to watch.

That's not great advice man, they grow to 6" long and keeping a 3g brackish tank could be tricky.
 
Nothing. I would only put fry in there. Volume size is too unstable. Spend a couple more bucks (literally) and get a 10g or or more. :)
 
u guys r giving him bad advice.....the only thing that could possibly work in a 3 gallon is possibly a planted betta tank..puffers would never work out
 
dwarf puffers are quite aggresive and territorial, if you want to do some, do ONE in that tank, but apparently they are supposed to have even more room than that. really, i'd do a dwarf in a well planted tank, or just a really beautiful betta and plants.
