my vote is planted betta tank, just buy a really nice looking betta from a breeder if you can and have a little show tank

dwarf puffers r real picky tho...do u plan on having filtration on the 3 gallon....i still wouldnt recommend it....but it ur tank and ur money....if u dont have filtration for it u can for sure get a betta cuz betta's do well in low oxygen fish tanks
just be sure 2 do a few waterchanges a week

No multiple females would not work in a tank that small. I have my male betta in with my goldfish in a 30 gallon tank, he loves it in there
