All right thanks I think I'll try some ottos and some kuhlis to start and I have a tank for the kuhlis to be moved to if the puffers become too aggressive. The 18 planted will probably be the go to tank considering it has smooth substrate and already has some kuhlis in it.
What's a good bottom feeder for a 20 hex dwarf puffer species tank?

Not a puffer exspert. But my old ceylon killed and ate/demolished all of the different clean up crews i tried. Funny enough was freinds with his only tank make a mono. diddnt bother it at all
