If a tank is 30" tall that means the wall thickness must be at least half an inch. Therefore it's safe to climb on top of the tank and just reach your whole body down into the tank to do whatever you wanted to do.
For me the width is more important until it reaches an economy of scale, which is 24". After that, the length is more important to me.
