what's smallest size tank i could keep a bichir in?

if your tank size concerns are about $$$$$, have you tried looking in your local classifieds? I found a 75gal all glass for $25 with filter, 2 power heads, lights and lids. I also have seen 75 gal with stands and all accessories for as little as $75. A lot of people get into this hobby and then realize the work that is involved and try to offload their gear for next to nothing. Just a thought.
