Yes it does sound like he is being bulllied. I would try feeding them live food. Discus love live bloodworm.

With a fish that bad I would put him in his own tank 10gal of 20 and treat him intill he/she get better then put it back in the tank. Treatment melafix will help along with aquarium salt.

I don't think you can really find these, but maybe you should go for live blackworms instead.
