What's wrong with my Oscar?

Is it eating? If so soak his pellets in a 3% epsom salt solution ( 1 tableapoon per half litre of water ).
 
Never feed beefheart.

Soak his pellets and leave them soaked for a couple of minutes. Then feed. Make sure he eats. Do it for five consecutive days.
 
Can hou find NLS pellets with garlic? Or garlic extract to soak his pellets after the treatment?
 
If possible, buy some "Boyd Vitachem - (for Freshwater)" and add to his food pellets.
Keep his tank water super clean & fresh, feed only high quality food (no feeder fish) + the other advice- you may be able to turn him around if he is already showing some improvement in your home.

55 gallon. Tank mates are 2 blue gouramis, 1 larger tin barb, 1 larger silver dollar, 2 paratheraps fenestratus, 1 very large sailfin pleco

That's a lot of bioload considering that you state these are larger fish
 
Did you get all these fish & tank from the previous owner? a 55 gallon is actually not even large enough for one oscar alone. The pollution creates this disease. Incorrect diet is another factor.

ps, you'd be better off adding "rescued" to your thread title ;-)
 
That is a serious case of hith... here is some info on how to treat it.
