True, or it might mean that the legal hassle that one has to go through isn't worth it. They're regulated in order to prevent the spread of SVC and must be tested by an approved vet before they can leave their port of entry. These regulations also govern the importation of koi and goldfish, so they must not be that stringent.

Of course then, it's also possible that their countries of origin may not be exporting them any more despite having farming operations that take pressure off of the wild populations.
