One Modestus per 20g of water, they are very active and can be extremely aggressive to each other. Shoving 3 in a 3og is asking for trouble.
 
what about mixing them with other species of puffer
 
I would not think mixing with other puffer species would work either. The smaller ones would be easy to pick off or kill and anything in similar size or slightly larger may be killed, kill the Modestus or you end up with 2 with serious injuries. In a large tank where they can establish territory you may get some success with keeping sevral of them together but even then there may be the occasional dispute and injury caused to each other.
 
what about target puffers what are thay like
 
Targets are also aggressive and generally intolerant of conspecifics or tankmates , single specimen tanks are the way to go with them also. If you want multiple freshwater puffers get a large tank and have a school of South American Puffers, they seem to do best in groups rather than a lone specimen.
 
I would go with the Modestus, its what I try and tell everyone to get for a tank that size, you only really need one in a 30 gallon because they are so active! You will be very happy with this puffer, trust me!!!
 
what if i can upgrade to a 40 breeder also what if i tried to keep a fang's puffer with barbs in a 20 tall tank

Yeah, definitely. Check youtube for "video of fangs puffer eating" there's a video of mine attacking a cockle on a skewer. He'd do it to a fish in no time as well.

reallyi thought that puffers were pretty slow and i might keep them with fast fish but would thay just get picked off at night
