The problem might not be fungal, but bacterial; in particular Columnaris. I've only seen fungus grow on a tank wide scale in tanks that were laden with uneaten food and wildly polluted with excess bio matter. Fungus takes root on the dead or decaying tissue of a fish, not on a healthy fish.
Advanced stages of Columnaris result in the white growths on the exterior of the fish, and the lethal damage to the organs. The bacterial bloom can grow on the decor and glass. A fish breeder, friend of mine recommends treating Columnaris with FURAN 2 and Kanamycin (together).
