I've had the same thing too. I forgot what it is, but it shows up when you have high ammonia or somethings wrong with the water. Scrape it off and do a big water change. Another reason your pair isn't breeding may be because of the water.

What is your current water temperature and Ammonia/nitrite/ and nitrate readings?

might help if your having a spike... Jd are really tough fish and can handle crappy water better them most fish... I would do a large water change about half and add some stress coat or prime... Then I would probably start doing 25% water changes once a week... You will probably have better luck breeding if you do more water changes... (warm water)
 
You should get one so you can effectively see when you need to do water changes.

For example you might be doing 50 pct a week when you can be doing that in a month.
On my 10 gallon planted my nitrates are only about 10 ppm after a month with the same water. If i didnt have the test kit i would be performing water changes every week for no reason.

you do the water changes for breeding
 
the stuff you see is called ick its a paracite....do a big water change asap and put alot of aquarium salt in the tank....jack your heat up to about 86-88 the fish will be fine wait two days and do a 50% change and resalt again... keep the temp up for one week and monitor for more ick... repeat steps until cured

^^^^^It is not ick, do not do this..........
 
sounds like it could possibly be a type of worm people get from bad water quality/overfeeding, dont remember how to get rid of em but try to go from there, water changes and scraping em off is always a good place to start can't go wrong there
