I work at the 2nd largest sturgeon farm in the US, but we raise Siberians, Russians, and besters. Our program director worked at the largest farm in the country, which is a white sturgeon farm in California. A lot of information has already been provided in this thread, so PM me if you have any questions. I can tell you this though:
Keeping a sturgeon is extremely easy. They can take water parameters that would be far past lethal for other fish and they aren't as susceptible to the typical aquarium illnesses. Sturgeon are farmed worldwide and are fed pellets. At 6" we feed our fish 1.6mm pellets, but anywhere between 1 and 2mm should be fine for you. Just be warned, these fish aren't like cichlids. They typically won't swallow things that barely fit in their mouths, so smaller pellets are usually favored. Our fish reach about 6' but they never get fed a pellet >6mm. The size of the pellet and amount fed can be calculated from the weight of the fish at any point in its life. However, these numbers are for maximizing growth.
Definitely keep the water cool. I can tell you from experience that our mortality is notable in the summer, and negligible in the winter.

Once the fish reaches 16' the feeding bill isn't yours to worry about
That being said I know a few people with very large sturgeon and their feeding bills are immense, yet still neglectable in comparison to the other costs it takes to keep them.
