its not cloudy i can see thought it its just the water is green, no floating particals ether

Green water means green cloudy water. You can still see through some clouds, but the diagnosis is still the same. You have an algae bloom. See my above post for ways to reduce the problem.

adding fast growing plants will help clear your water and make your guppys feel safer .

i got a ten gal with a useless filter on it stuffed to the brim with plants and the water is crystal clear

I use bigger then needed filters tons of filter floss, and plants where applicable

Your fish are living in some very clean water, but probably can't stay in one spot!

But you need to balance that with light, etc. My 10 gal tanks at home and work have 2 watts/gallon, my almost-40 at home has 18w total. I have algae issues in the big tank, but the small two grow java fern and java moss sooo nice and clean....
