Try using a product called CHEMI CLEAR....is works wonders and then use filter floss, (polyfloss in the Walmart fabric department. $ 2.67 for enough floss to last 3 years). Take out the carbon bag(s), just use the course sponge in the filter/floss, nothing else.

i always had problems keeping my 10 gallon clear, then i got a 29 and a 55g. and stays 100% clear, i'd get a bio wheel filter tho if i were you. rated 10 gallons above what u have ( as long as the fish are ok with currents )

Well I have to admit that if you got a 10gal tank and a 40 Gal Filter you should be fine, But I definately agree that it is green cloud algae, and that you should just do a few large water changes with gravel vaccing over the next weeks and put your fish on a strict diet, so that after say a minute or 2 at most all of the food in the tank is gone....and not gone up the filter... and you should be fine..
 
have you tried to cut the lighting down alittle? maby the light stays on to much?
 
light + uneaten food= algae bloom
 
i got a 150 that filters 1050gph and a 29 that filters 200gph. plus i got a 3' light on the 6' tank. no food, no light= no algae
