Asking a guy out doesn't make a girl desperate. I'm married to a software engineer, shy, reserved, funny guy. Always got perma-friended by girls he liked before. Sometimes the best guys give up on asking, so it's up to us to make it happen.

The way I look at it is, well in highschool or something your probably never gonna see them again.. Or at the mall or something and want to get their number, go for it.. Don't be shy.. If they say no, at least you tried.. Better than thinking about and regretting not doing it!! Practice flirting with girls your a bit more comfortable with first

I was probably asked out by over a dozen girls in high school. Unfortunately, none of them I wanted to date lol.
If you really want to ask out a girl, what worked for me was to get to know them and be friends with them for a week or two first. There is a good chance that they will hint and flirt with you if they want to go out with you (from my experience).
To answer the question though, girls do ask guys out. Very rarely though does the right girl ask you out.
