Why is my water cloudy???

Bump the filtration (if the tank is cycled then the filter doesn't need to be) and up the water changes, if it is an algae or bacterial bloom, check out an appropriately sized UV as mentioned above; you'll have to fix the underlying issue as well.

No need for adding an chemicals (except conditioner for water changes) or using RO water unless you've got serious water problems.

If the tank is getting direct sunlight then an algae bloom may be your problem.
 
I added a uv light and had it on for a day and havent had the problem since...I can also tell you that my ebjd and bgjd that are in that tank since then have laid eggs and the fry have been free swimming about 4 days now
