OAC 1501:31-13-01 (A) (7) states that it is unlawful to release any fish or aquatic insect into the waters of the state or any area under control of the division of wildlife. (This would include all rivers, streams, creeks etc... in addition to any place a fishing license is required). Fish can be released into private impoundments.

Wow imagine that.....The written law really does say that and Ohio really acknowledges it as a law written in that exact language.

However,Polypterus, either you have zero experience with dealing with governmental agencies or are just naive. Government's interpretation of wording (i.e. "waters of the state") can change from one administration to the other, or even one employee or the other.

Since you are unwilling to reveal your supposed expertise, perhaps you should stop saying you're an expert. You fall into the same category as untold thousands of "experts" populating various websites on various subjects, simple to dismiss with a click of a mouse. You say you have revealed your Peter Parker-ish identity to a few of the people on here. With the rest of us normal folk, you have precious little credibility.
