Will submerged plants get enough light if they're growing under floating plants?

well i know the plants aren't gonna grow like grass, my subwassertang took a year to cover the 5 gallon, even with trimming. I'm not much of a plant person, I'm more knowledgeable with cichlids and the like, that's why I'm asking for suggestions for more simple species of plants that don't take too much hassle. Of course there will be, but I'm just not looking for as much as hairgrass or pogostemon type things. Just something that fits my parameters, and something I won't need to mess with Co2 for.

Best try emersed if you don't have co2. I grow plenty of moss and stems in an 8gal tank with old aquasoil placed next to the window. An acrylic lid keeps the humidity in. Carpet plants are also often quite high in demand.

I have grown my scape tank emersed for now, it looks like this:
