Wtf are my turtles doing

Yeah that is pre-breeding behavior. I've seen captive turtles do this as they are coming into maturity. As they grow if they turn out to be both males you may need to separate them bc they sometimes get nippy with each other.

Thanks for the advice.... I should be able to sex them soon n then be able to decide what is best to do...

If it wasn't the pre-breeding ritual I would suggest you adopted one of the teen mutant ninja turtles. It's only logical.
 
Turtles will also do claw shake to show dominance. I saw my old male RES do this to my male cooter in my pond. But they ran away, probably to the Rio Grande.
