Around 7pm i went back out to check on the mother and she wasnt sitting on the egg! it was cold and windy last night. she didnt sit on it for like an hour so im guessing the egg got cold and its probably not going to hatch.

You can basically take a fertilized chicken egg and stick it in your fridge for a couple of weeks, take it out and incubate it and it will hatch into a healthy chick.
Just wait a day or so, your female dove will probably lay the other egg.
