Yes a kid at his age probably shouldn't be "falling in love", its a crush.
But if you REALLY like her, then yes go for it, Maybe she will say yes, the worst she can do is throw it in your face. Which lets hope she doesn't or she is a stuck up brat. lol
NOW, there are other girls, like I said. She may be the one you can marry as say she was you're middle/high school sweetheart. Not a lot of people can say this anymore. But if she isn't there are other girls. The right one will come along and you may not know it right away but you will know eventually. Fate has a weird way of working.
No one is tell him to treat girls like a toy, its more like letting him know its okay to ask a girl he likes out... i mean as you said hes 13, its not like hes going to get up to too much... plus, at the end of the day theres a 98% chance its puppy love, so i say let kids be kids... we all gotta start some where right???
