9 matches means he likely won't play in another World Cup unless his team goes all the way this year or in 4 years. It's the equivalent of a lifetime ban since they can only do 2 year bans

I'll go research better but i was under impression 4 month was "other football activity"

Edit: I have a better understanding of it now. Its 9 international matches for Uruguay. He'll be back for next World Cup. The 4 months is for other football activity which is primarily his premier club.

He prob deserved worse lol
