I assume you contacted the seller. What did he/she say? What shipping service delivered the package? Was the package sealed when it arrived, or was the package damaged in transit? Did you use paypal as the form of payment?

Contacted seller, he claims he shipped everything out...all he has to go by is the weight of the box, which is not printed any where..... I asked the seller numerous time to send me the tracking number, he claimed to have sent me the tracking number numerous time, so I told him to forward me the original message in which he sent the tracking number.... .but he sent me a totally NEW EMAIL with the tracking number resulting in my opinion, he never sent it out in the first place...Now remember by the time I recieved the tracking number, this box was already a day or so late...so on Monday, I waited all day again, and nothing again....finally I checked the tracking number that he provided..and USPS site claims to have dropped off a slip...well, its impossible that they dropped off a slip because I was literally waiting all day....Anyhow, yesterday comes along, I work til 4:30 every day, USPS closes at 5 here...So I was in a rush...I get there two to three minutes before they close..I hand the guy my ID he gives me the box...I asked him if I had to sign for anything, he says no, I rushed out cause I was in rush mode already and when I got home...realize... WTF!... this box was tapped with DUCT TAPE, wasnt flipped inside out to make the box unmarked and shows a picture of a protein skimmer... Trust me,...The duct tape looks like it wasnt tampered with....I opened it...and WTF all I saw was what you saw in the freakin video....Man was I pissed!... I swear I had to take time to calm myself down before trying to contact him incase I might say stuff that I dont mean...so when I took the video... I took it silience because...wow.. the words I would of said wouldnt have sound so nice.... and YES i did use paypal.... and will be on my way to USPS after work to talk to the guy who gave me the box for a statement of what he gave me...
 
the simplest explanation is usually correct... you got scammed. Take whatever steps you need to get your money back, going through paypal, etc... any delaying will only help him.
 
Yep, I tried that as well...but when he took my kindness as a weakness....It pissed me off...his exact words "On my ad I did not say "insured" nor did you ask...So I shipped , luckily with tracking info .. " he goes on saying "U signed for it ..I KNOW U DID.. Via USPS customer service on the phone" Nope didnt sign for it... I even asked the USPS guy if I had to sign anything... he said nope!... and that would be on statement as well when I talk to him today...and what pisses me off is,...he actually think I would stoop that low to steal his co2+regulator....just pisses me off...over the phone he said "look Ive been scammed before, and I know what your doing... You can contact paypal, etc, etc... and then either his phone died or he hung up.. I never got to finish......"...WTH! trust me,... I would never steal anything that is worth less then 1 day of my pay... Im better then that...

There is no excuse for that. I've always give the seller time to rectify the situation but if not I just have to contact the third party. I've never had to contact the third party but that looks very suspicious. Like Jacunaba says check the shipping receipt for the weight difference. The seller should be more than willing to help if he isn't at fault. Keep the video for evidence. Good luck on this matter!

He probably thought I was a newbie because I am new on MFK.. Im pretty active on my club sites .. (milwaukee aquarium society, and Madison aquatic hobbyist)...I have been raising fishes for over 15 years... bred anything from discus, angelfish, zebra plecos, tons of other plecos, ebjds, tetras, bettas, both mouth brooders and bubble nesters etc....and this is the first time anything like this has happen to me....
 
No weight printed on t he shipping label...Im gona go see if the USPS guy who handed me the box would write a statement for me...of how he handed it to me...I dont think I need to name him.. most people saw the thread and knows who he is....Like I said before... I think Im pretty fair and nice....before he hung up...all he said was.... he was scammed before and he knew what I was doing....so that to me indicated that... he was calling me a scammer..that I would scam him for his 65.00 cylinder and regulator....man the more I think of it... the more it sickens me...and I was even trying to help the guy out on his new salt water venture...sickening....

The way he responded towards you is very suspicious. Most shady people I know will try to make you feel guilty for accusing them of something they actually did, it's their defense mechanism. And hanging up on you was his way of not saying anything else that would get him caught up.
