I assume you contacted the seller. What did he/she say? What shipping service delivered the package? Was the package sealed when it arrived, or was the package damaged in transit? Did you use paypal as the form of payment?

There is no excuse for that. I've always give the seller time to rectify the situation but if not I just have to contact the third party. I've never had to contact the third party but that looks very suspicious. Like Jacunaba says check the shipping receipt for the weight difference. The seller should be more than willing to help if he isn't at fault. Keep the video for evidence. Good luck on this matter!
the simplest explanation is usually correct... you got scammed. Take whatever steps you need to get your money back, going through paypal, etc... any delaying will only help him.
The weight should be printed right on the shipping label, there would be an obvious difference between some empty boxes and a CO2 canister. I wouldn't name names quite yet, but if this isn't solved in another day or two then call the person out so no one else gets screwed over as well.
