Is my vet bsing me?

My dog had a UTI, the vet cleared that up with antibiotic. He had high blood pressure, that is now under control with medicine. But now, they are finding red and white blood cells back in his pee with no bacteria this time and she is treating it like another UTI with antibiotic. I asked her why is he getting these reoccurring "UTIs" and she didnt have an answer for me.
Ive been going to the vet every 2 weeks for a couple months now with no real explanation to anything.. just the same repetitive tests, that my dog is sick with something, they give me meds, and thats the end of it.
Its getting frustrating and the money is starting to add up with 20+ dollars each visit with one being almost $300.
What do you think? Should i try and switch vets?

Some infections are resistant to some antibiotics - ask for a urine culture. That will tell you which antibiotics will clear it up.
Or an ultrasound - there could be sludge or stones in the bladder causing the constant infections. Is it a female? If she has a hooded vulva the bacteria that is caught can cause recurrent infections. Is she spayed?

They did a urine culture for the first uti and ended up giving my dog amoxicillin - which did clear it up for a little. She was talking about doing another one, but she wanted to wait. The vet also did an ultrsound but said his bladder was too small.
My dog is a 13 year old intact male

I was told that the prostate was slightly swollen, but that was it.
And yeah i know he should have been neutered long ago, but ive had this dog since i was a little kid and now that im older and have my own job, ive been trying to do everything that will benefit him since my parents were never concerned with regular vet visits and neutering him

Usually when we see prostatomegaly we recommend neutering - of course at 13 he would pose an anesthetic risk. Your vet seems to be taking all of the right steps, but it looks like there are may be an underlying cause unfortunately.
 
Its that underlying cause that is making me question my vet, because we've been going back and fourth for what seems like a little while now. I guess i just want to get to the bottom of it yesterday.
Are there any questions you would suggest i should ask the vet?

Have you run full bloods?
A lot of times it's not cut & dry - and without good funds, sometimes all we can do is palliative care. The vet is taking all of same steps we would at the practice I work at.
