No, they just jump a lot when scared. They are a little skittish (from what I've heard).
my axolotl does that sometimes, she likes to go up to the top and gulp air before swimming back down really quickly, creating a splash in the process
Not cheap and not common but it is what you’re looking for I believe.
I present to you, the arowana tetra.
You can see why they are call the arowana tetra as they have the samr trapdoor style mouth that arowanas have. Never seen any for sale but I’m sure you could get a vendor to keep an eye out for them.

It had to have burrowed in the substrate. Odd thing is, that eel has only burrowed once in the entire time I've had it (about half a year). Then again, the 20 gallon I have it in right now does have sand substrate.
