maybe like some kind of really tall gigantic ring shaped paludarium with payaras and tropical birds and monkeys or something?
like a circle shaped, with the middle being a viewing platform and the paludarium is like around you?

including
a enormous filter room
some kind of veterinarian laboratory
some sort of food department for the fish and animals

what about a aquarium thats like a VIP room/VIP nightclub where the floor is a giant round glass panel with a saltwater reef aquarium below it?

its actually pretty hard to think of a setup that would cost one billion dollars
enormous bio type paludariums with rare species come to mind
and i dont believe i have seen a giant paludarium before

amazon bio type paludarium
500 thousand gallon water section stocked with arapaima
massive filtration and aeration system

huge arboreal section with tropical trees
some bald uakaris
