Always wanted a ray. Really cool, but illegal in california
If it means anything... Only Potamotrygonidae is banned in CA. This contains the well-known Potamotrygon rays, as well as similar, lesser-known South American genera such as Heliotrygon, Paratrygon, Plesiotrygon, and the marine genus Styracura-- Pretty much everything else is cool.

One option is Dasyatis sabina-- however, as you may remember from my fish of the day thread, this is a primarily marine or brackish species. The average Atlantic ray being kept in a freshwater aquarium will produce excessive amounts of urea due to the lack of salt. That being said, there exists one permanent freshwater habitat of these rays that we know of, that being St. John's River in Florida. In this habitat, the rays have adapted to true freshwater over a long period of time, and because of this, are obviously much more suited to life in a freshwater aquarium.

Also, little known to many are the several freshwater and brackish whiprays of Asia and Oceania. Though incredibly rare, these fish will give you what you're looking for in a ray, completely legally. One notable genus is Fluvitrygon, containing three species. The largest of which is F. signifer, which is known to achieve a disc width of about two feet, and possibly grow over six feet long, tail included. The smallest of which is F. kittipongi, which achieves a disc width of under one foot. These rays are a little more sensitive than South American species. Additionally, it may be somewhat easier to search for these rays using the genus name Himantura-- their former, and more commonly used classification.
