I wouldn't, you'll simply gas off the co2, it's a fine balance with plants and fish; aerators are useless though unless you bubble in a high rate of bubbles co2, even then that's kind of pointless. Aerator would be good at night when the co2 is off, however, as that's when plants use oxygen and produce co2.

Also a hob isn't recommended for a planted, you want something that isn't going to break the surface of the water to maximise your co2.

I don't know about the US, but on eBay there should be similar designs and wattage, either that or go for a beamswork led, they are very cheap and very, powerful

Lol 30 litres is a large volume of water, in the nano world ;) shrimp, rasboras, snails, there are a lot of options. Best idea to maximise plants though, is fishless, cause then you can really crank up the co2 without worrying

Should I get an eheim 2213? From what I've seen that's as small as they get.

Should I expect all of the oxygen the fish need to come from the plants?

That was kind of my thinking. I'd feel horrible if I accidentally killed my fish with a co2 overdose, and since I've never used co2 before it seems like a real possibility. :/

I've decided to go with Fluorite Dark as my substrate, mostly because its available near me and I won't have to buy it online, also, I like the color.. :D

Going to try go in to the LFS today and see what kind of ferts they sell, so I'll likely be back later with more questions. :D
 
Use co2 on a time with a low dosage. Aeration removes it from the water anyways and you wont get a proper dose
 
Find a small hang on drop checker for your checking your Co2 levels visually, once you have that setup correctly, you basically have no need to worry about killing anything as long as you keep it (the Co2) within range...

Also turning it off with the lights. Otherwise the co2 can kill the fish by displacing oxygen and the plants wont be able to consume it since they are not photosynthesising at that period.
