how did u get to 3.5 meter? 210 gallon is mostly a 2 meter tank if im correct.
Standard dimensions for a 210 gallon is 6x2ft of floor space. 6 x 2 = 12. 12ft = 3.5 meters, therefore 3.5 meter footprint or area.\

I could also be really stupid and be doing something wrong.

sry but ur math aint mathing if your talking about square meters
6 feet is 1.8 meter, 2 feet is 0.6 m so that 1.8x 0.6 =1.1 m^2

1 feet is 0.09290304 m2 so 12 feet = 1.1 m2

Ok, still my 1 m2 is decent floor space for only a handful of bottom dwelling fish.

A lot going on here, but I absolutely adore congo fish. Here is the Africa tank at London zoo, a firm favourite of mine:
Lots of Brycinus, ctenopoma, delhezi, and an african knife (lurking in a shadow). I adore the knives and they will make a great display if kept in a large group, they can display some weird aggression in smaller groups (my group of 4 collapsed after 1 died). Sens and dels generally go well together, the former being quite active vs the latter. Captive bred stay a little smaller so would be a good fit if you want to avoid people becoming dinner. I have had issues with synodontis before, mine was a relentless rasper and killed a young bichir before I rehomed it.

3. I recommend jewel cichlids or humpheads. These are both species that stay quite small, and hang around towards that bottom of driftwood. Not mid layer.
Just to touch on this, Jewels are notoriously violent and humpheads are stream fish, so I would tread with caution there.

Your stocking density will depend on water changes. Make it easy for yourself and don't overdo it!
 
I do agree on the knifefish/elephant nose fish as they both use electric signals to roam the tank. I did not account for the knifefish with regards to the stocking suggestion.
X nigri are not electric in any way, they have large well-developed eyes similar to the clown knives ;) Unlike the aba aba knives or ghost knives, with reduced eyes and great electro sensory organs
 
As for congo tetras I love them but honestly they'll end up a meal for your polys in time. I'd not add them as heart breaking as that is. Trust me it happened to me.

i agree with twentyleagues, i had a group of seven 4" congo tetras and even tho my bichirs were just an inch or so longer every tetra was eaten within a month
