Make sure the temp. is in range for the algaecide first. The temp. and areation are the most important things.

I've heard as long as a month, to as liitle as a week to see any results from barley. Don't give up yet. If you want it cleaned quickly, keep some local pond clubs to see if someone has an old UV for sale or that you could use temp. until the plants can handle the extra nutrient load.
Did you remove all the "muck" and leaves in the bottom of the pond?
Removing all sources of food for the algae will reduce the amount.

last summer i remove tons of muck and destoyed my back. by the time my back got better the temp. got colder. didn't want to scoop the fish up from the bottom. so until the fish start being active again(not sitting on bottom) i can't finish.
Take some Advil.... The fallen leaves and muck only add to the problem of algae blooms. At the very least try to get another pump or some kind of circulation in the bottom til you can clean it. This will give oxygen to the benefical organisms that will actually break down some of the debris. Not at all a cure, but a helpful step in the right direction.
