Considering the insulation I bet you'll be able to run almost 90 degrees with less than 1K watts of heater. VERY good design.

I'm VERY jelous of your ability to find straight 2x4s.
 
One way would be to frame it out like you would a wall. Then just insulate between the studs. You would have to skin it with something, but it would overall save money.

Yes this is the material I will be using. It will be inside under the liner. I will be using fiberglass tape to join the insulation to make it appear smooth under the liner.
 
Tyvek tape will work for sealing the joints too.

is the outside going to be insulated also? Is this in your house or garage?

Basement pond. All sides of the pond will be insulated. Including the cover, which will hopefully be a spa cover.
