That's why I was asking what percentage. I have been putting straight tap water into one of my tanks for years with no conditioner at all, have never had a single problem. I think I must do a smaller percentage than OP.

I never use prime I do water changes everyday ... prime is pointless
From your other post suggesting someone to beat up his sister over some fish, and this one, I would say you're pointless..

I did wrong, or I wouldn't collect that many dead fish within minutes

The percentage is irrelevant. It depends on what chemical your local water district used to treat tap water
 
That sucks.

For the guys that never treat/condition their water, have you ever checked with your municipal water supplier to see how your tap water is treated and what levels of Chlorine or Chloramine are found in your water? Most municipalities will have a report available on their website.

I'm guessing that the people who never use conditioner have tap water that is treated with chlorine which could be diluted enough and/or outgassed so that it doesn't cause any problems. I would be surprised if you could do large scale water changes if you water was treated with chloramine.

You could do large scale water change with water treated with chloramine, depend on the type of fish or the type of dechlorine chemical used. As in this case, only the mahseer were stressed and killed by chloramine in that 10-15 minutes window. Other fish in same tank were not effect

my water county sends out an annual water quality report and it lists chlorine and not chloramine. Looks like you're right. I'm just glad I haven't had the same problem as this guy.
