You could do large scale water change with water treated with chloramine, depend on the type of fish or the type of dechlorine chemical used. As in this case, only the mahseer were stressed and killed by chloramine in that 10-15 minutes window. Other fish in same tank were not effect

I agree with you. I was referring to the people who never use conditioner, or "dechlorine chemical" as you put it. If the cost is an issue, buying a container of the powder form of Prime (Seachem Safe) would cost just a few pennies per water change. Why risk losing your fish over a few pennies? Again, I'm talking to the people who claim that treating tap water is a waste of time/money. This thread pretty much proves that chloramine can be lethal to some fish and at the very least most likely harmful to others.
 
I always keep water conditioner on hand but hardly use it because I mist water in at 5 gallons per hour or close to it.

That is sad to see those fish, hope the others are fine.

Thank heaven for 0 chlorine and chloramine (we probably have the best tap water out there..), sadly we do have dangerous levels of uranium, radian, and other harmful stuff...

I'm certain.. I've been doing the same routine, and that's the only change. I was moving some of my fish from another tank into a bigger tank, and got distract. I thought at that moment to stop netting fish, and add Prime, but then decided to finish moving the fish. I thought another 10-15 minutes should be ok.. I was wrong.
 
We've all done something like this before. I was filling a tank back up once through a python hose, thought I had a minute to start on the next one, didn't have ling enough. The tank overflowed and I had to fix water damage in my house. All we can do now is try to learn from each other's mistakes!
