You should sanction him in a small tank and feed him a lot less. That's what a friend of mine did for his Jardini and it worked.
....."sanction him" ? are serious ? why not giving him a written warning ? ....the only impact starving will have on a fish beside risking his health will be an increase in agression...your friend is either delusional or lying.
