A rough estimate of tank size would help enormously. and no. they don't.
 
how much are you looking to spend? Thats the real question.

if you want to go the cheap way you can look for aquariums on craigslist or join a free cycle. http://www.freecycle.org/

If I were you I'd buy a 30 gallon tank at the least, anything less is kind of boring/more work to maintain than its worth. If you look around the right places you can easily set up a tank this size for under $100.

If I were to suggest some cool beginner fish I'd suggest, some tetras, gourami, tiger barbs, mollies, a couple of cory cats, and maybe a pleco or two. Unless of course you like plain old boring gold fish and bettas which some people do, whatever you like. You can find all of these fish at your local pet store or walmart for anywhere between $1-5 a piece. All of these fish are bottom of the barrel maintenance and the same fish that most of us started out with. Most of them can be put with one another but check with us here before you buy anything.
 
Somewhere between 3-5 years.
They'll overpopulate VERY quickly if you have male and female. :D

I'd consider them goldfish/feeders but yeah, good starter fish. Although they don't "grow up" as much as other fish. Not really cool at all IMO.
