Not sure we find any batmans in the wild??? I wonder what causes it? If it is a recessive gene? Where did the gene get messed up at? Maybe a possible result in captive breeding somewhere that produced a genetic mutation that is coming out in some rays??
 
Heres some info on cleft lips BUT its regarding humans, a far stretch to rays

Cleft lips (and palates) are considered to be partially genetically determine. So, if a first child has a cleft lip, there is a chance another child would have one as well. However, sometimes, clefts are caused by medications taken early in pregancy. Other times, they are part of a syndrome, which causes other birth defects and/or mental abnormalities. The best thing to do if you have a baby with a cleft is to talk with the doctor about the possibilities for another child having the same condition.
 
although the idea that if one offspring has a defect it is likely another offspring can have it as well pretty much relates to every organism, it is hard to relate "cleft palate" to what we see in the stingray. if indeed the stingray does have similar genes as us that form a soft and or bony palate area, it would be near the stingrays mouth. This is more of a disc deformity. But any type of deformity can be caused by the same type of things. Sort of like when a mother drinks alcohol, there are many many many different deformities the child can end up with.There is no way to figure out how this happened unless a: genetic studies were done on these stingrays and others, and b: environmental studies were done on these stingrays and others.
I really think a university program would love to look into this situation. Universities are always looking to "discover" new things in genetics, although this may not be "new" it would be interesting to find out.
