You will only definitively be able to tell when they do start laying. The female will develop a wider tube appendage than the male but just because they pair up and start laying eggs, do not assume you have a pair. It is very common for two females to pair up and both lay eggs, which obviously are then not fertilised. Unless you split them up, this pair will continue to lay unfertilised eggs since angles tend to pair up for life.
Best way to get a good pair is to buy six youngsters and let them grow and pair up. However, when they do you better hope you have them in something longer than a 4ft tank with plenty of visual breaks down the length as they chase away other fish quite aggressively(they are cichlids after all).
