Angelfish usually start breed if there is a male and female when they are 10-12 months old.
When you say your pH is high do you mean around like 7.0 and above???
Angelfish like lower pH's like 6.6 - 5.0. No lower than 5.0 thow as that can be dangerous for the fish.
(you have face plants in your fish tank??? heheh!)
