YES-as they are pushing 6000K

Also I would try pointing the lamp into the tank at an angle,--this will amplify the shimmering effect.
 
Sorry for the late replys everybody. You can control the shimmering effect by having less surface current. Like aiming a powerhead up or down to make more or less surface current. I like lots of shimmering that is why I have a lot of surface current going on.

They would have to be very low light plants. To give you an idea, a typical 54w T5HO bulb puts out about 5000 lumens, each of these puts 484 lumens. While PAR is a more accurate measure for plants, until somebody tests these with a PAR meter, all you can go off is lumens.
