What I see at my LFS is that people buy little fish and when they get too big they bring them back and trade them for cedit. I've got some neat cichlids that way
What happens to those fish if the owner or the workers do not take them? We had cichlids staying in tanks for months, either dieing or sitting there to this day. They got three huge Pacus, 2 Buttikoferis, Purple Rose Queen (hybrid), Red Devil, and bunch of Wolf Fish, in a 75 gallon. They just kill each other off with time, that is the only way they go about the problem.

Be better if fish stores were required to have properly ID'd and labeled fish, with info for each one on potential size, needs, etc.

Example:
EMPEROR ANGELFISH-125 gallons
OR
OSCAR- 65 gallons

thats very good, its a good method of educating the public about the minimum tank size for what ever fishes.

of coz the buyer also have to be honest and abide by the recommendation..

That is a great job you guys are doing there, wish more stores would have that. From about 5 fish stores in the area, NOT ONE, has that information provided.
