I didn't say that you had to let them barge into your house. I just said for them to provide proof of a large tank, whether it be pictures with you standing in front of them or the people at the lfs actually seeing them, or somewhere in between. It's not a fool-proof method, but its much less expensive than requiring people to apply for a permit. Also, what are the criteria to get a permit? You'd have to prove that you have the housing to accommodate such a large animal, along with being responsible enough to know the kind of damage the release of a fish like that could have on the environment, right? Sounds like the same thing to me, just my way would be less expensive.
