I just said for them to provide proof of a large tank, whether it be pictures with you standing in front of them or the people at the lfs actually seeing them, or somewhere in between. It's not a fool-proof method, but its much less expensive than requiring people to apply for a permit. Also, what are the criteria to get a permit? You'd have to prove that you have the housing to accommodate such a large animal, along with being responsible enough to know the kind of damage the release of a fish like that could have on the environment, right? Sounds like the same thing to me, just my way would be less expensive.
And alot easier to get around IMO, have a paper trial to follow works out better if there IS a problem
